The Festival consists in:
Films satisfying the following conditions are eligible.
1. Everybody can apply regardless of nationality, age, occupation or gender if the content is in line with the purpose and the theme of the festival.
2. Film formats and video systems that can be presented during the Festival are HD video, preferably MOV or MP4 files. All films in a language other than English must be subtitled in English.
3. Films that have not been released publicly or streamed online in Japan prior to their showing at the Festival.
4. Films that have been completed after October 31, 2018.
5. As a rule, preference will be given to films which have not yet been screened at any other film festival or film event in Japan.
6. Films must be no less than 3 minutes, and not exceed 30 minutes in length.
7. Films that all rights and clearances for the music or other copyrighted material have been obtained or will be obtained prior to their showing at the Festival.
応募条件：次の応募要件を満たすものであれば、誰でも応募できるものとする。
1. 国籍、年齢、職業、性別の区別なく本映画祭の趣旨に添いテーマに則った作品であること。
2. 作品の完成形態が次のいずれかであること：MOV, MP4 ( HD Video も可 )。本映画祭での上映には、英語字幕版を用意すること。
3．日本国内の劇場、テレビ放映、あるいは動画配信サービス等で、 一般に公開や配信をされていない作品であること。
4. 2018年10月31日以降に完成したものであること。
5. 原則として、日本国内の他の映画祭などで上映されていない作品 が優先的に選考される。
6. 3分以上30分以内の作品であること(31以上の中編・長編は不可）。
7. 劇中で使用されている音楽やその他の著作物に関する使用許諾を取得している作品であること。もしくは、本映画祭での上映までに取得見込みであること。
Films for the Competition program
1. Selection: Entrants whose films are selected shall be officially notified.
2. Cost: Cost of print transportation of selected films shall be covered by the entrants if you submit your film with physical media.
3. Jury: An International Jury will select the winning films and distribute the prizes. The Jury will consist of several individuals selected by the Festival.
4. Prizes: The Jury shall award the following awards to the directors of the winning films
・Grand Prize / ・President Prize /・Student Prize /・Sustainable Society Prize（the name of the prizes may change）
5. The awarded films will be preserved in Toyo University Tourism Short Film Festival Archive for further free screenings within University programs.
上映作品について
1. 決定通知：選考された作品については、速やかに応募者に通知する。
2. 費用：物理メディアでの作品の輸送に関する経費は応募者の負担とする。
3. 審査委員会：上映作品の審査委員会は、主催者側の依頼によって構成される。
4. 各賞上映作品の中から、審査委員会の審査により、次の各賞を当該作品の監督に対して与える。最優秀作品賞・学長賞・学生賞・持続可能な社会賞など（予定）。
5. フィルムフェスティバルアーカイブ保存：表彰された作品は東洋大学の行事での無償上映などに使わせていただく場合があります。
告示：応募作品に関するトラブルの責任については応募者が負い、大学は一切の責任を負わない。
効力
本規約は日本語版がすべてに優先する。本映画祭に応募・出品することは、この規約の承認と遵守を意味する。
