Mission & Objective
The Soul 4 Reel International Film Festival spotlights truly independent short films in every genre including music videos, created by new and established filmmakers. The goal is to enlighten, inspire and build the imaginations and lives of those who enjoy making films as well as those who observe. The competition is open to students, indie filmmakers, and music video directors from all over the world.

Rocky McKoy and Soldiers Outreach have presented the Soul 4 Reel International Film Festival since 2010. This film competition features independent short films of all genres as well as music videos.

The Festival has featured over 30 films each year from over 10 different countries. In addition to independent films, the competition hosts Q&A segments from directors in the industry as well as directors of films in competition. Most importantly, filmmakers enjoy the opportunity to meet and learn from other filmmakers, an experience that comes from the premier showcase dedicated to short films and the people who make them.

Plaques and Trophies are give to filmmakers in the following categories:

Best Director
Best Local Filmmaker (MD/DC/VA)

Terms and rules

GENERAL RULES
1. The competition accepts ALL GENRES of film and is open to ALL AGES. 



2. SUBMITTED FILMS WITH NUDITY OR EXPLICIT SEXUAL CONTENT WILL NOT BE ACCEPTED UNDER ANY CIRCUMSTANCES.

3. FILMS WITH THE USE OF EXCESSIVE PROFANITY WILL BE EDITED FOR CONTENT (IF ACCEPTED INTO THE FESTIVAL).

4. Entry Fees are non refundable.


5. All films must be in English, LARGE subtitled in English, or dubbed in English.


6. All films must be submitted via download through FilmFreeway for judging. Suitable file formats include: MOV, MP4, AVI, MPEG, MPEG-2. NO DVDs ACCEPTED! Please label all materials with the title, running time, director name, and email address.


7. All jury decisions are final.

8. Soul 4 Reel reserves the right to adjust screening schedules of films at the discretion of Soul 4 Reel without any notice.

Maximum runtime for Shorts is 10 minutes.
Maximum runtime for Long Shorts is 15 minutes.
Maximum runtime for Music Videos is 10 minutes.

Applicants must agree to warrant and represent that the materials submitted do not infringe the copyrights or any other rights of any person or entity and holds Soul 4 Reel Film Festival, its agents, sponsors, representatives, directors, employees, volunteers and associates harmless from any action caused by the submission, selection and screening of the material submitted by applicant.

When we talk about a “screener,” we mean a downloadable version sent to the festival for consideration (MOV, MP4, AVI, MPEG, MPEG-2). This is not an invitation for your film to play at the festival. When we talk about a “print,” we mean a downloadable version of the film which is suitable for projection once the film is selected and officially invited to play at the festival. Please Note: Screeners WILL NOT be returned. Please DO NOT send Masters of your work

Preview media must be labeled with the title, running time, director name, and email address. Do not send film prints, master media or other originals. Soul 4 Reel, its members, directors, employees, and volunteers are not responsible for lost, misplaced, and undelivered film and media.

Promotional film materials must be sent to Soul 4 Reel c/o Rocky McKoy 7810 Locris Dr, Upper Marlboro, Maryland USA 20772. (a) Do not value the package any higher than $10 USD. (b) Submissions may not be withdrawn from the Festival once they have been entered, except at the sole discretion of the Festival directors. (c) There are no refunds for entries with incomplete entry forms, or incorrectly formatted preview materials.

Submissions MUST include completed submission forms and submission fees. If paperwork is missing, the screener will not be viewed by the festival programmers.

You can submit more than one film. Each film must have its own submission form and entry fee.

All submission fees are non-refundable. Each film submitted is subject to SEPARATE entry fees.

SUBMITTING A SHORT, MUSIC VIDEO, DOCUMENTARY OR LONG SHORT, THE FOLLOWING APPLIES: If your film is selected, you will receive an official email invitation to play at the festival and we require that you accept or decline the invitation by email. The print must be in a downloadable form, MOV, MP4, AVI, MPEG, MPEG-2. All costs getting an invited print to the festival are your responsibility. Please do not send a work-in-progress or rough cut. IN ADDITION, you will be notified of safe receipt of your screener and/or print. IF APPLICABLE, please send press kits with screeners. Please be sure and submit properly formatted work. The festival will be forced to cancel your screening if you supply an incompatible format.

FOR INVITED SHORTS, MUSIC VIDEOS, DOCUMENTARIES, and LONG SHORTS: Each selected film-maker is entitled to two complimentary festival passes. Soul 4 Reel is unable to provide financial compensation for travel expenses or additional expenses incurred during the Festival day. As the Festival attracts considerable press coverage; any film-makers attending the festival are requested to make themselves available for interview and photo-call. If selected, we encourage you to provide, in good time, stills, posters, press kits and/or other promotional materials. These must be sent at your own cost and are not returned. We do not accept images by email unless zipped or compressed.

PUBLICITY AND MARKETING.
All selected films may be excerpted for publicity purposes. Soul 4 Reel reserves the right to promote any film to print, broadcast or internet media as required to market the Festival. THEATRICAL SCREENINGS. By accepting inclusion in Soul 4 Reel, the filmmaker grants non-exclusive rights to showcase their film during the festival in as many screenings as required. This includes the competition screenings and possibly the “Best Of” showcase which may play some time after competition ends. In addition, Soul 4 Reel has non-exclusive rights to repeat the showcases throughout the year in Maryland and Georgia for festival purposes.
