RULES AND TERMS - The Extraordinary Film Festival
1. OBJECTIVES
The Extraordinary Film festival (a biennial festival) selects and screens films on the theme of disability. Its aim is to offer the general public, professionals and those concerned a positive image of people with disabilities, in their realities and abilities, far from the usual clichés.
* Films must be related to the topic of disability, such as: autism, chronic illness, hearing loss and deafness, vision loss and blindness, intellectual disability, learning disability, memory loss, physical disability, speech and language disorders and other disabilities not specified above.
Types of films that can be submitted include, fiction, animation, docu-fictions, documentaries and short-films of advertising and/or awareness content.
2. ORGANISATION, DATES AND LOCATION
The Extraordinary Film Festival is produced and organized by the non-profit association EOP! (hereinafter referred to as "the organizers") and will be held in Namur from 10 to 14 November 2021.
3. RULES AND REGULATIONS
To be admitted, each film must match the following requirements:
• Short films: Films length > up to 45 minutes
• Feature films: Films length > more than 45 minutes
• Films have to be produced/finished after January, 1st 2019
• Films whose original language is not French must be subtitled in French or English.
• Films have to be available for Festival screening on .mov (ProRes 422) or .mp4 (codec H264) - 10 Mbs - 1920 x 1080 (video file without subtitle)
4. SUBSCRIPTION AND SELECTION
Entries for films must be submitted and completed no later than March 1st, 2021 midnight.
Participants MUST submit their film by online submission, with a screener link (like Vimeo or others).

All submission must contain at least the following mandatory fields:
• Title of the film
• Synopsis of the film
• Film’s category (fiction, documentary, animation, etc.)
• Country and language
• Contact details of the person who submit the film
• Phone number and email address of the director and the producer
Any incomplete registration, or sent by post, will not be taken into consideration.
NB: A film already submitted in a previous edition, and not selected, cannot be resubmitted.
5. SUBMISSION FEES
Short film:
• Early submission (1st/10/2020 to 30/11/2020 included): 5 €
• Regular submission (1st/12/2020 to 31/01/2021 included): 8 €
• Late submission (01st/02/2021 to 1st/03/2021 included): 10 €
Feature film:
• Early submission (1st/10/2020 to 30/11/2020 included): 10 €
• Regular submission (1st/12/2020 to 31/01/2021 included): 12 €
• Late submission (01st/02/2021 to 1st/03/2021 included): 15 €
Please note that the submission fees help cover various costs related to the administrative tasks of the festival programming team and the selection committee.
Submission fees are non-refundable.
6. COMPETITION / AWARDS
Two categories of awards are proposed: Short films and Long films
• « Grand prix RTBF »: pre-purchase and broadcasting rights on RTBF channels (Belgium National Broadcasting television)
• Jury award
• Audience Award
• ... And many other institutional awards
The organizers reserve the right to modify all or part of the prizes awarded.
The jury is made up of personalities from the cultural sector and / or the disability sector.
The decisions of the jury cannot be appealed.
The prizes will be awarded at the closing gala on November 14. Only people directly linked to the winning film will be able to receive the prize.
The awarding of a prize implies that the winning production gives its consent to the organizers so that the awarded film can be screened at regional screenings after the Festival and once at a free screening at the following festival.
7. SELECTION AND PROGRAMMING
A selection committee composed by the organizers will screen all the films entered. The committee will determine which films will be selected. The committee is totally sovereign in its choices, and has the prerogative to decide without justification on the selection of films completed before 2019.
Confirmation of the selection or not of each film will be sent to the respective contacts in may 2021.
The final decision on the programming, categorization and screening schedule of the films will be determined by the Festival's programming team. Their decision is final (and not open to negotiation).
No film may be withdrawn from the Festival's program after the official announcement of its selection, except by decision of the programming team.
If selected, you will receive a detailed email asking you to provide the organizers:
• Promotional material needed for our catalog and website (short synopsis, director's biography and photography, photos from the film, etc.).
• An HD digital version of the film (ProRes 422 or H264).
• The list of dialogues of the film in English or in French with the corresponding timecode.
• A trailer of the film (if you can't provide one, you authorize the organizers to create one for the purposes of the festival and to use it in promotional material).
All the material requested must be sent within one month of the announcement of the selection (please check your spam regularly). Delivery on time and in the correct format is the responsibility of the film registrant.
The selected films may be the subject of multiple screenings during the festival, as well as part of the "TEFF TOUR", in other regions of Belgium during the year following the festival. This project aims to reach an audience who otherwise wouldn’t have had the chance to see our program.
8. FILM ADAPTATIONS FOR ACCESSIBILITY
The copyright holder(s) will authorize the organizers to make a copy of the film in order to allow the creation of subtitles for the deaf and hard of hearing in French, as well as the production of an audio description for the visually impaired.
Please send the organizers any existing SDH subtitles and / or audio descriptions.
9. SHIPPING OF SCREENING COPIES
• No rental or screening fees will be paid by the festival for the films selected and put into programming.
• Copies of the selected films must be sent within 30 days of the announcement of the selection by the organizers.
• The video file of the film must be sent by Internet (deposit on our protected FTP server, or via We Transfer or other file transfer platform).
• USB keys are accepted but will not be sent back after the Festival.
10. TELEVISION AND INTERNET BROADCASTING
In case of selection, the organizers reserve the right to present an extract of the film on the internet and / or on television. This extract will not exceed 15% of the total duration of the film (with a maximum of 2 minutes). The organizers reserve the right to use short clips from the film in the official TEFF 2021 trailer. In addition, photographs from the film could be used to promote the festival to the media.
The organizers will be allowed to use the trailer and / or extracts from the film on the various websites, social networks and other promotional material.
11. INVITATION FOR THE DIRECTOR
The organizers wish to provide the greatest possible support to the filmmakers present at the Festival:
• Support for transport and/or accommodation will may be offered by the organizers to the directors of selected films (within the limits of TEFF's financial resources).
• The directors of all the selected films will receive an invitation and 2 accreditations for the full duration of the Festival in Namur. If the director is unavailable, this invitation may be used by a third party, with the prior approval of the organizers.
12. EXCEPTIONAL CIRCUMSTANCES
In case of exceptional circumstances (such as, for example, the 2020 Covid-19 pandemic), where the decisions taken by the Belgian authorities would prevent the physical holding of the festival, this one could take place virtually, on an online secure web platform with limited access reserved to "festival-goers".
13. LEGISLATION
• The person responsible for registering the film agrees to have read and accept these rules and terms.
• She undertakes to be legally in possession, for the film proposed to the TEFF, of all forms and rights related to intellectual property and the right to privacy.
• The registration of a film confirms the acceptance of these regulations in their entirety.
The organizers are the only ones authorized to deal with the persons concerned in the event of a litigation. Submitting a film to our festival implies acceptance of these regulations. In the event of a litigation, only the French version of these regulations and Belgian legislation shall have force of law.
