About the festival

*** THIS FESTIVAL ONLY IS CONSIDERING MOVIES AND SCRIPTS ABOUT DISABILITY***
Introduction:
The United Nations has named the ten-year period between 2013 and 2023 the decade of the disabled to improve the quality of their life, and therefore, there is a global movement aiming to do especial activities for them.
Hence, the international Parvaz film festival, with legal permission from the ministry of culture, and with regards to the international goals, has proceeded to investigate the life to the disabled and show the problems faced by the disabled, raise the awareness of the society leading to the further development and progress of the country, using the powerful medium of film.
Festival objectives:

– Providing a reliable and true account of the life of the disabled.
– Promoting the culture of selflessness by describing the selfless soldiers disabled in war.
– Revealing unsaid aspects of the life of the disabled.
– Describing the challenges and problems faced by the family of disabled.
– Explaining how effectual the education is in giving ability to the disabled.
– Developing inclusive education and increasing the life skills of the disabled.
– Displaying the effectiveness of the disabled in development of the society.
– Re-presenting the abilities and success stories of the disabled.
– The role of the information technology and communication in facilitating the lives of the disabled.
– Providing equal opportunities in the society for the disabled.
– Creating the public culture for the society to have a better understanding of disability.
– Standardizing the infrastructure and urban facilities for the disabled.
– Encouraging the related institutions to produce the required knowledge for the disabled
– Attracting the film makers to the subject of disability.
Different sections of the festival:

• National and international competition:
Short films in the forms of movies, documentaries, animated movies and cell phone movies regarding the disabled and disability can take part in this section.

• Screenplay section:
Short screenplay with the subject of disability and disabled can take part in this section.
Public rules and regulations:

• Cellphone films cannot be longer than 120 seconds.
• All filmmakers, institutions, governmental organizations and producers of the private sector can take part.
• Participants can post the DVD of their film along with the filled form they can find on the festival’s website www.parvazfilmfestival.com to the postal address of the secretariat of the festival.
• Movies which will enter the competition will receive the certificate of participation.
• Filmmakers can just post their film once and there is no opportunities for reposting or modifying the films.
• All of the films entering the competition must be saved as MPG4, H264, Avi, MPG2 on DVD data with the frame size of either 1080*1440 or 1920*1080 and posted to the address of the secretariat of the festival.
• Films must have English subtitles.
• Films without technical and display standards will be removed from the festival competition.
• Participation form must be completed by either the producer of the film or their official representative.
• The secretariat of the festival accepts no responsibility for the damage caused by poor delivery of the artworks.
• There are no limitations on the number of films sent by one filmmaker.
• The filmmakers wishing to take part with multiple films must post them on separate DVD’s to the secretariat and receive a unique tracking number for each work.
• As for the films made by more than one director, only one of the members of the directing group will receive the award on behalf of others.
• Confirming the online call form is obligator while registration, as it indicates all items of the regulations have been accepted.
• After movies have been approved, they cannot be removed from the festival.
• There is no limitation in the age of the movies.
• The DVD version will be kept in the archive of the secretariat.
• The producer of the artwork or their official representative will give the secretariat the authority to literally show the selected films in the educational environments, which literally lack any financial or profit aspect and relinquish their rights in this regard.
• Complete the request form to participate in the festival would mean accepting all of the terms and conditions.
• Movies that have entered the competition will receive a participation certificate.
• It is the responsibility of the secretary of the festival to make the final decision about any unforeseen points in the terms and conditions of the festival or any uncertainties arising from changing the rules

Last entry date: September30th 2016
Results annourcement date: First to 15th November 2016
Date of the festival: 6th to 8th of December

Awards:

Festival’s statue, appreciation plate and cash reward goes to the top movie.
Diploma and cash reward goes to the runner-up.

Festival’s statue, appreciation plate and cash reward goes to the top documentary.
Diploma and cash reward goes to the runner-up.

Festival’s statue, appreciation plate and cash reward goes to the top animated movie.
Diploma and cash reward goes to the runner-up.

Diploma and cash reward goes to the mobile phone movies.

Besides displaying all the works sent to the festival and the competition between them, a special medal along with the cash award will be bestowed on the best film directed by a disabled person by Parvaz festival.

* In order to support the filmmakers the above mentioned awards will be bestowed upon the director of the film.

Festival’s statue, appreciation plate and cash reward goes to the best actress.
Festival’s statue, appreciation plate and cash reward goes to the best disabled actor.
