PROGRAM FOR ESTABLISHING AN INTERNATIONAL ENGAGED FILM FESTIVAL IN MACEDONIA, “OHRID FILM FESTIVAL”, WHICH WILL TAKE PLACE ON 10-15 JUNE 2016 IN THE CITY OF OHRID

Why an international engaged film festival and what would be the benefits of this type of festival? An international engaged film festival would bring the spirit of the times we live in, since engaged films mainly discuss current themes and problems we are facing everyday.
To discuss about an engaged film means to open up questions, to seek answers, to speak about everything that surrounds us and significantly determinate our way of living. An engaged film means to discuss truth, as much as we find it painful.
However, engaged film means an engaged relationship to arts, to the work of arts, which, apart from the film’s artistic qualities, will provide the film an aura which will transcendent the borders of the screen. The engaged film as a certain reflection talks about the society, people, destinies; it opens so many questions that manage to find their way throughout it, regardless of what the film is able to do.
But it really is able to do things. The film, as well as any other work of art, can challenge and send a powerful message if its questions are clearly articulated.

GOALS OF THE FESTIVAL

Our goal is to screen those films that can be rarely seen in the cinemas, with the particular life essence, which might look differently one from another corner of the world, but always the same at the end. In many cases, the engaged film can mean a rage, a comment, a debate; it can mean judgement, search to escape, a sending message and a finding way out to live with all of that. An engaged film means to talk, to face, to discuss, to appeal, to raise those questions that the others do not raise. But, an engaged film means to find out ways and to learn a new path to retell our stories.
The Festival is going to provide different type of films and authors that would transfer own experience through imperative Q&A after the screenings, through the meetings with the audience, especially at the master-classes organized at the Ohrid Film School.
The target of the Festival is to question and to seek the answers. The target is education, opening the borders and horizons, discussions with independent authors, returning to real values and building new ones. Also the target group will be the students of all films schools in Macedonia who will learn and upgrade themselves directly from the experience of the great authors.
To perform the film festival is cultural phenomena with many benefits. The city of Ohrid offers such potential where the beauty and the utility are join, where the fantastic and the artistic are joint with the tradition, culture and history of the country. Well known film school FAMU is established in Ohrid and this going to attract the interest of the students in the region. Our aim is to attract the tourists and to increase the cultural events in the city as there are no regular film screenings there. This attempt is going to allow different approach to the film and film art, especially for the young generations, which is also the Festival target.

PROGRAM OF THE FIRST ENGAGED FILM FESTIVAL

The first edition of the engaged film festival will content several programs, panel discussions, few lectures and master-classes.
INTERNATIONAL PROGRAM, a selection of films that have potential to attract attention with their language and engagement. These films, through their artistic language, will be able to ‘knit’ the reality and call out reactions, discussions, open up new themes and horizons and will be researching and bringing a different approach. This will be a competitive program where the international jury will present the major awards for the festival’s best and most strikingly engaged film.
NEW VISIONS, will attempt to find a new artistic language in the treatment of the engaged themes. It can be an exceptional junction, which can talk about the borders and breaking of those borders, in regards to the film language. It can also talk about the numerous possibilities of retelling a story; stories that talk about the absurdity, injustice, stories that are always on the other side of what is expected.
PROGRAM OF ENGAGED FILM DEDICATED TO AN ACTUAL THEME. This means selection of movies that will revolve around the most actual yearly theme, which will also serve as a theme for the Panel discussion that this program will initiate.
The engaged film festival “Ohrid Film Festival” will be organized in partnership with the Film Institute – Film Academy in Ohrid and will include FAMU FEST, which will be established this year and will bring the best films from FAMU FEST in Prague, Czech Republic.
STUDENT FILM PROGRAM, which will include short films, animated and documentary films from the European film academies, especially from the region, which will be accompanied with discussions with the professors from these academies, for all films that will be shown.
NEW MACEDONIAN PRODUCTION
HOMAGE OF ONE GREAT MACEDONIAN AUTHOR
PROGRAM DEDICATED TO YOUNG AUTHORS, which will be an educative program and will offer different contents in which young authors will be included, as well as the audience.
The program DEDICATED is projected for special or honorary guests of the festival.

REGULATIONS

GENERAL TERMS

ARTICLE 1
The 1st International Engaged Film Festival “OHRID FILM FESTIVAL” will be held in Ohrid, Republic of Macedonia from 10TH to 15TH June 2016.
“Ohrid Film Festival” is established by Civil Association for Promotion on Engaged Act toward Film Culture “Aquarius”, a non-profit organization.
The Festival presents a showcase of the recent film production of all over the world with focus of films with engaged themes or approach and student films from European film schools.
The main aim is to help discovering author films which are not in distribution, open the questions which is very current, but rare talking about that. Our aim is to promote different approach in the film and discovering new film language and through debate with authors, professors and students, to facilitate education, upgrade and opening new horizons. Focus of the Festival will be, also, on student films and exchange in any sense of the word.

ARTICLE 2
Films can be submitted for one of the competing five sections.
1. International Program of Engaged Feature Films
2. New Visions
3. Program of Engaged Film with Focus of Current Theme
4. Program of Student Films
5. New Macedonian Productions

ADMISSIBILITY

ARTICLE 3
Any production from all over the world may be entered for International Competition, for New Visions and Program with Focus of Current Theme. For the Program of Student Films may be entered the films only from European Film Schools.

ARTICLE 4
Only films produced in 2015 and 2016 can participate in as far as the film is not exploited in cinemas in Macedonia.

ARTICLE 5
The allowed format is DCP/BluRay (back up DVD). The Sender bears all costs for submission. Each delivery of films or materials has to be declared officially as “No commercial value – for cultural purposes only”.
All films for pre-selection can be sent as downloadable Vimeo link using WeTransfer. All films have to be in original version with English subtitles.

ARTICLE 6
There’s no time limit for feature films. The duration of the short films must not exceed 20 minutes.

SUBMISSION PROCEDURE

ARTICLE 7
Submission is free of charge. You can send online submission through the web platforms https://filmfreeway.com/festival/OhridFilmFest or you can fill entry forms which are available at official web site of the Festival www.ohridfilmfest.org
One entry form is required for each film submitted.
The Festival does not pay screening fees for the films selected for the Competition programs.

ARTICLE 8
Submission deadline is 30th of April 2016 for all categories.

ARTICLE 9
In order to submit a film you have to send online entry form written in Macedonian
or in English.
In the entry form you can send link and password for preview of the film.
Should the submission be incomplete the selection jury shall not consider the
entry for the Competition.

FILM SELECTION AND SHIPPING

ARTICLE 10
The Festival Director and Selectors select films for all Festival's competing sections.
The list of films selected for all sections will be announced at the Festival official
website not later than 15th May 2016. Applicants selected for Competition will get all detailed information by e-mail.

ARTICLE 11
Copies of the selected films must be submitted to the Festival office no later than 30th May 2016.
The shipping instructions will be separately discussed with each applicant. Shipping costs
in both ways are covered by the Festival through its official courier, except when films are shipped to another film festival after the screening.
In that case, that festival must cover return of the film.

FESTIVAL AND FILMS PROMOTION

ARTICLE 12
The right holders grant the Festival, without compensation, the right to reproduce excerpts of the films (excerpts limited to 10% of the duration of the film and in any case shall not exceed 3 minutes), stills, synopsis and/or any other texts related to their films for promotional purposes of the Festival, on any support and any media, press and the Internet included. The producers also hereby guarantee that they have the legal authority to grant such rights and have cleared all rights related to the films (including, but not limited, to the music).

JURY AND AWARDS

ARTICLE 13
Festival's International Jury has 3 members for Feature Films Competition. For Short Student Films will establish another jury with 3 members.
All Jury members are filmmakers, producers, film critics and teachers involved in film industry. They will judge upon all competing films.
Audience will give award in New Visions and Program of Student Films.

ARTICLE 14
Awards of the Festival: Best Engaged Film, Best Director, Best Screenplay in Main Competition Programe, Best Film in New Visions Program and Bets Film in Program with Focus of Current Theme. Special Jury Award include the films from those three programs. Another awards are for Best Student Short film and Best Macedonian Film.
Audience Award for New Visions Program and for Program of Student Films.
Festival may permit other Macedonian or international organizations or institutions
to present their own awards. Should they wish to do so, they must supply the
Festival organizers with their own award regulations, prior to the Festival opening.

RIGHTS AND DISPUTES

ARTICLE 15
Each entrant declares to be the author of rights and owner of the film(s) in Competition and to own all literary, dramatic and musical rights.

ARTICLE 16
The signatory of the present document certifies to have the full ownership of the rights granted above on the submitted film according to our regulations and acknowledges that the Festival is not liable for any claims or expenses asked from any third part regarding rights matter.

ARTICLE 17
All screening and related ad/pub materials will not be sent back. In order to create a film resource centre, which is located in our office and restricted for use to “Ohrid Film Festival” members, submitted films will be kept and may be transferred for a better preservation on a new device (digitalization or copy).
“Ohrid Film Festival” may use the films for educational and non commercial activities only.

ARTICLE 18
Participation in the Festival implies acceptance, without reservation, of the terms
of the present regulations.
