of the XXIV International Environmental Film Festival «Green Vision»
Basic Provisions
The International Environmental Film festival "Green vision"(hereinafter - the Festival) in St. Petersburg is held annually.
The Festival is organized by the Committee for Nature Use, Environmental Protection and Ecological Safety of the Government of St. Petersburg (hereinafter - the Committee).
The main objectives of the Festival are:
• to arouse public concern for environmental problems, to raise public awareness in environmental issues, to motivate a careful attitude to the environment;
• to develop the environmental education and environmental culture;
• to show the best Russian and foreign films, dedicated to topical environmental problems and ways of their solution, to the wide audience;
• to increase the demand for environmental films and to motivate the creation of Russian environmental films;
• to develop international and interregional cooperation in the field of environmental information and education;
Official languages of the Festival: Russian and English.
Funding of the Festival is foreseen annually by the City budget.
The "MiK" company is responsible for practical organization of the XXIV International Environmental Film Festival "Green Vision" as the contractor identified on the basis of an open tender.
The XXIV International Environmental Film Festival "Green Vision" will be held in St. Petersburg from November 26 to 29, 2019. The venue will be announced by October 14, 2019.
Programme of the Festival
The programme of the Festival includes:
• International competition;
• Competition "Ecology of the Soul";
• Out-of-competition programme.
Terms of participation in the competition programme of the Festival:
• Films to participate in the Festival may be submitted by public and private film studios, broadcasters, independent producers, creative directors groups, copyright owners;
• Application form (entry form) can be sent to the organizers of the Festival by e-mail to festivalgreenvision@gmail.com. The application form can be received by e-mail, on the website www.infoeco.ru/greenvision/ or from any other public sources;
• International competition: full-length documentary films and popular science films (not longer than 90 minutes), short documentaries, feature and animated films (not longer than 30 minutes), educational films, produced after January 1, 2016, are accepted for selection. The year of production is determined by the copyright only. For all movies with dialogs, English subtitles are required if the original language of the movie is not English or Russian.
• Out-of-competition programme is established at the discretion of the organizers of the Festival.
• Each film must have a title and be accompanied by the application form.
• To apply for participation in the Festival, one should sent to the Festival organizers: a link to the video on the cloud storage, the filled-in application form containing the written consent of the authors for non-commercial screening in the competition programs of the Festival, a brief annotation in Russian or English (not more than 100 words), at least two illustrations and a film cover for the catalogue on electronic media (format JPEG, PNG, TIFF), dialogue lists in Russian or English (on electronic media, or in printed form).
• Limitations on the number of films submitted for participation in the competition programme are not established, but each film must be submitted on a separate link on the cloud storage and must be available till the end of the Festival for the download link provided in the application.
• Films are accepted for the competition, applications for which are made through online platforms, on which authors will find application to the "Green Vision" in 2019.
• All copies of films sent for selection will remain in the archive of the Festival, except for other arrangements.
• Films of Russian production, selected for participation in the Festival and claimed to be shown in the auditorium, must have a rental certificate.
• The selection committee begins work from July 1, 2019. Deadline for applications is October 1, 2019. The list of films selected for the competition programme will be determined after October 10, 2019 (www.infoeco.ru/greenvision/).
Terms of the Festival:
• A special commission selects films submitted for participation in the Festival and develops the competition programme.
• The films included in the competition programme are evaluated by the professional jury of the Festival.
• The organizers of the Festival reserve the right to selectively screening of the participating films and the film-winners of the Festival as part of non-commercial film screenings at the main and additional venues of the Festival.
• Entrance to the screenings and other events within the Festival is free.

Prizes of the Festival
The prizes of the Festival are memorable souvenirs made in the technique of laser graphics, with themes and logos of the Festival. The festival does not foresee cash prizes.
Television and Internet Broadcasting
Participation in the Festival implies the transfer of the right to broadcast advertising clips from films by Russian and foreign TV channels (10% of the total length of the film, but not more than three minutes). The same rights are assumed for broadcasting on the Internet.
Participation in the Festival
The application for personal participation in the festival must be sent to the organizers at the specified time, in accordance with the specified rules.
Participants provide all information materials in the official languages of the Festival.
Participation in the Festival means acceptance of the terms of these guidelines.
