About the festival

Constanta International Film Festival (CIFF) is founded and created by active film professionals.

Most of the CIFF BOARD members have a vast array of relevant filmmaking experience, such as Selection Director, Viorel Sergovici, with over 80 professional productions under his belt, ( https://www.imdb.com/name/nm0785150/?ref_=fn_al_nm_1) making him one of the most prolific working Directors of Photography. We are also proud to have as a Directors Board member, Geo Dobre, who has acted in over 40 films, including the 2007 Cannes Film Festival "Palme D’or" award winner «4 Months, 3 Weeks and 2 Days.» (https://www.imdb.com/name/nm0229745/?ref_=nv_sr_srsg_1). UCLA former peer Robert Eugen Popa and Timothy Michael Brice have won multiple awards for their short films "Regression" and "Veni,Vidi,Fugi" starring Maia Morgenstern, the Romanian actress that played "Mary" in Mel Gibson's "Passion of Christ" and successfully sold the films to Short.TV channel in Los Angeles.

Mission and Philosophy
Through its thematic group of selected films and programs, CIFF seeks to discover, support, and inspire independent films and film professional artists from all over the world. The festival also will serve to introduce Romanian and international audiences to these filmmakers’ visions and works.

CIFF is ideally designed to happen in full summer season, during the 3rd weekend of August, when tourists from all over the world flock to the Black Sea Coast.

14 «Most Innovative Film Award » (Daring and expressive mise en scene, mood, aesthetics in the service of the story)

The documentary section has the same awards, except of course for the performance awards.

Terms and rules

1 Short films (from 1 to max 20 minutes)

2 Medium lengths films (21- 45 minutes)

3 Features films (must have a minimum duration of 70 minutes)

4 Short documentaries (up to 30 minutes)

5 Medium length and Feature documentaries (31 minutes and more)

6 Short Animation (up to 30 minutes)

7 Feature Opera Prima – Reserved exclusively for directors’ debut feature. (minimum duration must be 70min)

8 Feature Animation (minimal duration should be 60 minutes)

9 Feature fiction (must have a minimum duration of 70 minutes)

Maximum duration of all films in this category MUST be 20min and films MUST have completed production after August 1st ,2017. All submitted films MUST be "final cut". "Rough cuts" and "works in progress" will NOT be considered.

Medium-lentgh films fiction (fiction,animation and documentary)

All films submitted MUST have a minimum duration of 20min and a maximum duration of 45min. All films submitted MUST be the "final cut" version. CIFF doesn't accept ''rough cuts" nor "works in progress". All selection committee decisions are final.

Feature films (Fiction, Documentary and Animation)

Minimum duration of fiction feature films MUST be 70min. Minimum length of a feature animation and documentary film must be 45min. All submitted films must be the "final cut" version of the film. CIFF won't consider "rough cuts" or ''works in progress". All selection committee decisions are final.

Opera prima - Must be the debut feature of the director. Same rules and minimum duration as in the feature films category apply.
